On March 27, the CRTC approved the transfer of CHRC from Les Entreprises de Radiodiffusion de la Capitale Inc. (Mr. André Arthur and Mr. Jacques Grenier) to Financière Micadco Inc. (25%), Groupe Commercial AMT Inc. (25%), 2861-3545 Québec Inc. (25%) and Télémédia Communications Inc. (25%); and subsequently, the transfer of the shares of ERC held by Financière Micadco Inc., Groupe Commercial AMT Inc. and 2861-3545 Québec Inc. (75%) to the remaining sole shareholder, Télémédia Communications Inc.; and the transfer of the assets of CHRC to Radiomédia Inc.

2005
On January 21, the CRTC approved an exchange of assets between Corus Entertainment Inc. and Astral Media Radio Inc. Corus acquired from Astral: CKAC Montréal, CHRC Québec, CJRC Gatineau, CKRS Saguenay, CHLN Trois-Rivières, CHLT and CKTS Sherbrooke, and CFOM-FM Lévis. Astral acquired from Corus: CFVM-FM Amqui, CJDM-FM Drummondville, CJOI-FM and CIKI-FM Rimouski, and CFZZ-FM Saint-Jean-Iberville.

Concernant CKCI, la programmation était distincte de CHRC. Il s'agissait juste de partage du temps d'antenne avec le même équipement que CHRC.

CHRC et l'Hôtel Victoria

CHRC, avant de s'installer dans l'Hôtel Victoria sur la Côte du Palais, a opéré d'abord dans la résidence d'Émile Fontaine de la rue Dolbeau, et ensuite dans l'édifice Lindsay sur la rue St-Jean. Après une entente verbale avec les propriétaires de l'hôtel, les frères Burns, CHRC s'y installa pour une douzaine d'années environ. Au début des années 30, la station comprenait trois studios dont un grand (studio D) de 20 pieds par 30 pieds, une discothèque imposante, une salle de contrôle, un lobby et quatre bureaux pour l'administration. Le transmetteur était dans un des bureaux et l'antenne de 100 watts était sur le toit de l'édifice de l'hôtel. Les studios étaient dans un premier temps capitonnés avec des peaux de vache et par la suite des draperies de velours "cachaient" les murs pour l'insonorisation. En juillet 1942, le transmetteur et l'antenne déménagea sur le Chemin St-Louis à Ste-Foy. L'antenne, à ce moment, était d'une puissance de 1000 watts.

Le 19 septembre de la même année, un incendie fait rage à l'hôtel Victoria. Tout de CHRC fut détruit dans l'incendie sauf les documents et les archives du coffre-fort. Les horaires, les publicités et la programmation furent reconstitués de mémoire. La programmation a été interrompue pendant 20 secondes à 2-3 minutes selon les témoins de l'époque. Les émissions furent alors produites depuis le transmetteur et l'administration logea temporairement dans les locaux de CKCV au troisième étage du Capitol. L'origine de l'incendie fut une hotte de la cuisine du restaurant de l'hôtel.

CHRC a logé par la suite au 9 rue Buade (le restaurant La Ripaille fut à cette adresse longtemps) en 1943. En 1945, CHRC aménagea au 39 (1143 par la suite) rue St-Jean dans l'édifice de la Metropolitain Life Insurrance avant d'aboutir en janvier 1972 dans l'édifice actuel.

Je crois que c'est maintenant un restaurant McDonald qui est dans l'ancienne bâtisse de CHRC sur la rue St-Jean.




Le McDo sur St-Jean est au 1151. Avec les changements possibles de numéros civiques, si c'est pas cette bâtisse, c'est une ou l'autre des bâtisses adjacentes en tout cas. Pas mal dans le mille. La photo de la bâtisse montre que cette dernière est en grosses pierres de couleur gris pâle ou blanc du genre la bâtisse du magasin BEDO en haut de la Côte du Palais sur St-Jean.

Les sondages et la clientèle-cible

Les premiers sondages furent en fait les lettres des auditeurs que les stations recevaient lors de concours ou pour des commentaires, surtout avant la percée technologique qui a permis au téléphone d'être présent pendant des émissions de demandes spéciales ou de ligne ouverte. Ça permettait de savoir si l'émission était populaire ou non. Il y avait une revue qui s'appelait Fan Mail qui faisait état de la popularité des stations de radio à travers l'Amérique du Nord. Également, la revue Radiomonde faisait régulièrement état de la popularité des stations de radio dans des écarts spéciaux. Entre le 19 septembre 1942 et le 19 septembre 1943, CHRC avait reçu 102 975 lettres du public, relata Radiomonde dans son article.

Il y avait aussi les sondages par téléphone où des employés de chaque station ciblaient dans l'annuaire téléphonique des numéros de téléphone au hasard et téléphonaient aux gens pour savoir quelle station ils écoutaient.
Toujours par téléphone, aussi par lettres, on y faisait le décompte et on appliquait un barème du genre un téléphone égale 1000 auditeurs.

Beaucoup plus tard, les maisons de sondages par courrier sont apparues: Bureau of Broadcasting and Measurement (BBM), Elliot Hains.

CHRC a été reconnu longtemps pour être une station plus familiale et axé sur l'information comparativement à CKCV (dynamique et jeune) ou CBV (musique classique, clientèle plus élitiste). La programmation de CHRC s'adaptait à l'auditoire correspondant aux moments de la journée. Le jour, les émissions étaient concues en fonction des femmes au foyer. Le soir, c'était du sport, des nouvelles et les radios-romans. À partir des années 70, les lignes ouvertes de sport sont apparues sur l'heure du souper et en fin de soirée. Marc Simoneau fut l'artisan de ces deux émissions de sport. Danièle Rainville a pris la relève par la suite. La clientèle était constitué principalement d'hommes. Le matin, avec l'apparition du moning-man André Arthur, l'auditoire était constitué de femmes et d'hommes. Et progressivement, les femmes étant de plus en plus sur le marché du travail, les émissions "féminines" disparurent progressivement pour laisser la place à d'autres émissions de talk s'adressant à un auditoire plus large.

Avec l'avènement du concept Info 800, on a conservé la formule talk durant le jour mais il n'y presque plus de journalistes pour couvrir les événements de l'actualité locale de la région de Québec. Un mandat que CHRC s'était donné depuis ses tous débuts.

Merci M. Cantin. J'espérais une intervention du genre. Gênez-vous pas les artisans de radio pour allonger la liste des personnalités marquantes. Jean Langlois a sûrement des noms à ajouter?

Si vous me permettez un commentaire: je trouve vraiment dommage que les gens responsables du site web d'Info 800 ait décidé d'effacer l'historique de la station CHRC lors de la refonte du site dernièrement. Un manque de respect pour les auditeurs, les artisans et de ce qu'a été la station CHRC à travers ses 80 ans d'existence.

C'est il y a 4-5 ans de cela. Je ne me rappelais pas que c'était à CHRC mais je l'ai écouté quelques fois. Ok. Ça me revient. Dans une émission des meilleurs moments de la semaine le samedi matin avec les entrevues du morning-man, le Doc Mailloux et il y avait la chronique de Jacques Duval qui durait 5-10 minutes.

“My heart belongs to only you”… Christian Thibault rend hommage à Bobby Vinton, se laisse emporter et chante…

Christian Thibault se passionna très tôt pour la musique et la radio. Son oncle était le bien connu Gérard Thibault, de Chez Gérard et autres cabarets de la ville de Québec où les vedettes venus de France et d’ailleurs donnaient des spectacles. Il fit partie d’un groupe de chanteurs mais il privilégia la radio comme moyen d’expression. Dès son cours secondaire, il devint animateur à la radio étudiante puis il fut disc-jockey et animateur dans différentes discothèques. En 1972, il participa à la fondation de CKRL-FM, la première radio communautaire francophone en Amérique, mais son projet d’émission ne fut pas retenu. Son rêve se réalisa quand, en 1974, il fit du remplacement à l’antenne de la station CJRP-AM, la plus à la mode et l’une des plus écoutée de la Vieille Capitale.



C’est en 1978 qu’il trouva la formule gagnante qui allait le rendre très populaire pendant plusieurs années à l’antenne de CHRC-AM, la station numéro un de Québec. Les fins de semaine, il anima une émission de type « rétro » ou « oldies » appelée « L’Homme de six millions de souvenirs ». L’originalité de sa formule venait du fait qu’il ne se limitait pas à faire tourner les grands succès du passé, mais qu’il ressuscitait aussi des chansons un peu moins connues qui rappelaient de bons souvenirs à ses fidèles auditeurs à qui il s’efforçait toujours de faire plaisir. Il m’a déjà dit que ce n’est pas le gros succès qui est important, mais plutôt comment la chanson ‘’sonne’’ même si elle n’a pas été très connue. Il anima aussi à CHOI, la section FM de CHRC. Après un bref retour à CJRP (du réseau Radiomutuel), il continua longtemps à CHRC dans les années ’80. Il est le co-propriétaire avec son ami André Savard d’une impressionnante collection de 45 tours, qu’il utilisa pour ses émissions. Parallèlement, il créa avec son frère la discothèque « Ce soir je danse en français » et le réseau du même nom, concept révolutionnaire qui faisait la promotion de la chanson francophone.

Il tenta aussi d’exercer le métier de journaliste, entre autres à la station CKCV-AM, qui faisait partie du réseau « Radiomédia ». Ayant toujours été intéressé par la couverture journalistique des incendies, cette passion a pris le dessus ces dernières années, alors qu’il a participé à la création du site internet « spiq.ca » consacré aux incendies combattus dans la région de Québec. Il fut en même temps chroniqueur de musique et de cinéma à la télévision (au réseau TQS) et à l’émission d’André Arthur, le « roi de la radio » à Québec. Tout en exerçant son métier d’enseignant puis de fonctionnaire, ce fut une vie très remplie pour « L’Homme de six millions de souvenirs » !

CHRC was airing completely in French, games of the Quebec Amateur Hockey Association. The French commentary was handled by Phil Gimael, with R. Halpin reflecting in English between periods.

CHRC increased power to 1,000 watts in July. At some point in the year, the station also moved to 800 kHz.

Narcisse Thivierge was CHRC's managing director.

CHRC's studios in the Victoria Hotel were destroyed by fire on September 19. The station lost five minutes of air time and then went on to broadcast a flame by flame description of its own fire. Until arrangements could be made for new studios, CHRC was broadcasting from the transmitter site. The schedule continued without interruption.

1944
J.N. Thivierge was CHRC's manager. J.D. Boudreau left CHRC as traffic manager to become manager of the new CJEM in Edmundston, N.B.
1945
Joseph A Hardy left CHRC's sales department to form Joseph A. Hardy & Co. Ltd.

1946
CHRC – “The Station in Quebec District” – increased power from 1,000 watts to 5,000 watts.

The station was owned by CHRC Ltee. Studios were at 39 St-Jean, and the transmitter was on Route Demeule, St. Romuald. CHRC was on the air from 7:00 a.m. to 12:00 a.m., 10:00 a.m. to 12:00 a.m. Sundays.

Joseph Hardy left CHRC to open his own sales representation firm. He had been with the station for 15 years and was sales manager.

1947
CHRC was now operating with 5,000 watts of power.

Slogan: The Voice of Old Quebec.

Narcisse Thiverge announced his resignation as managing director after 25 years with the station. He started in radio in 1921. In 1932, he incorporated his amateur station as CHRC. He was a co-founder and recently re-elected a director of the Canadian Association of Broadcasters and the Quebec Association of Private Broadcasters. Following Thiverge's announcement, CHRC made the following appointments: Henri LePage (general manager), Aurele Pelletier (commercial manager), Magella Alain (program director), Leon Delisle (secretary-treasurer).

CHRC was granted a 250 watt FM licence.

1948
Henri LePage was manager. Aurele Pelletier was commercial manager.

1949
CHRC-FM was inaugurated.

1950
CHRC applied for permission to increase power from 5,000 to 10,000 watts. The application was denied.

1951
Slogan: Leader in Quebec area in power and results. Your best French seller.

The CBC approved the recapitalization of CHRC Ltee from 7,500 common shares to 7,500 common and 5,000 preferred shares. The board also approved the issuance of 1,598 preferred shares in CHRC Ltee.

1952
Former CHRC sales manager Joseph Antoine Hardy passed away in June at the age of 61. He left the station as sales manager in 1946.

1953
CHRC received approval to use a 1,000 watt emergency transmitter.

Albert Brie was an announcer. Magella Alain was program director.

From an ad: "Top French Radio Voice in Quebec Area". The only 5,000 watt station in Quebec City. CHRC reaches 250,000 radio homes in a 29 county area.

A joint application by Famous Players Canadian Corp. and radio stations CHRC, CJNT and CKCV, for a television station at Quebec City was filed. The CBC Board of Governors approved the application.

(J. A. Pouliot) and Baribeau & Fils Inc. (Baribeau family) to Corporation de Gestion La Verendrye. This was conditional on Corporation de Gestion LaVerendrye doing a public offering within 21 days to acquire Class A common non-voting shares of Tele-Capitale. J. Conrad Lavigne was among the new directors of Tele-Capitale. The company undertook to make the following improvements at CHRC/CHOI-FM: $650,000 for separate facilities, $100,000 to develop local talent over the next four years.

Also approved on the same date, the transfer of CHRC and CHOI-FM from CHRC Ltee to Tele-Capitale Ltee and then on to Enterprises Tele-Capitale Ltee.

1984
Gilles Gregoire was promoted to president of Tele-Capitale while retaining the position of chief operating officer.

1985
In May, the CRTC approved the transfer of CHRC & CHOI-FM to Capital Radio Broadcasting Operations Inc., from Tele-Capitale Inc.

CHRC adopted a news/talk format, with 21.5 hours weekly being picked up by CKVL in Verdun. The network portions also include a three hour program of music from the 1930s and 1940s.

1986
Claude Beaudoin, executive vice president and general manager of Tele-Capitale for the past year, returned to Montreal to work for Telemedia.

1988
CHRC's licence was renewed for only 20 months over concerns about the station's handling of talk shows.

1989
CHRC had its licence renewed only to August 31, 1990. The station was instructed to submit new guidelines and any other control measures it proposed specifically tailored to its open line programming and to respond to concerns about its programming. CHRC was given three months to respond.

1990
A one-year licence renewal and several conditions reflected the CRTC's renewed concern about the handling of open line shows at CHRC - specifically by host Andre Arthur. The Commission said instead of improving since the 1988 renewal, the situation has deteriorated. Jacques Duhamel, president of CHRC's parent company said he was shocked by the decision. He said the ruling could set a precedent in defining the limits of free speech on the airwaves.

Telemedia Communications announced plans to close CKCV so the company could acquire CHRC. Jacques Duhamel, president and CEO of CHRC, and his partners, would retain ownership of CHOI-FM. Telemedia would keep CITF-FM. Claude Beaudoin, president of Telemedia, said his company had pumped at least $12 million into CKCV over the last ten years in an attempt to return the 64 year old station to profitability. Telemedia closed CKCV in November upon striking the deal for CHRC.

1991
The CRTC denied the purchase of CHRC by Telemedia. The Commission was concerned about the closure of CKCV, the dominant position the company would gain in Quebec City with the purchase of CHRC - both in audience share and ad revenue. The Commission also expressed concern over the management agreement that would exist between CHRC and CHOI-FM. The deal would have the two stations managed by the same individuals on behalf of two different licensees.

CHRC received another short term licence renewal from the CRTC. The Commission still had concerns about open-line host Andre Arthur. The renewal was for a one-year term - the station's third consecutive short-term renewal.

1992
The CRTC removed conditions from CHRC's licence that were imposed as a result of talk show problems. It was noted the station was now spending $750,000 a year on news and $430,000 on sports information.

1995
On March 27, the CRTC approved the transfer of CHRC from Les Entreprises de Radiodiffusion de la Capitale Inc. (Mr. André Arthur and Mr. Jacques Grenier) to Financière Micadco Inc. (25%), Groupe Commercial AMT Inc. (25%), 2861-3545 Québec Inc. (25%) and Télémédia Communications Inc. (25%); and subsequently, the transfer of the shares of ERC held by Financière Micadco Inc., Groupe Commercial AMT Inc. and 2861-3545 Québec Inc. (75%) to the remaining sole shareholder, Télémédia Communications Inc.; and the transfer of the assets of CHRC to Radiomédia Inc.

2005
On January 21, the CRTC approved an exchange of assets between Corus Entertainment Inc. and Astral Media Radio Inc. Corus acquired from Astral: CKAC Montréal, CHRC Québec, CJRC Gatineau, CKRS Saguenay, CHLN Trois-Rivières, CHLT and CKTS Sherbrooke, and CFOM-FM Lévis. Astral acquired from Corus: CFVM-FM Amqui, CJDM-FM Drummondville, CJOI-FM and CIKI-FM Rimouski, and CFZZ-FM Saint-Jean-Iberville.

2008
On June 26, the sale of CHRC by Corus (591991 B.C. Ltd.) to 9183-9084 Québec inc. was approved. The new owner was a corporation controlled by the Hockey Club, Les Remparts de Québec inc., which in turn was jointly controlled by three shareholders: Financière Micadco inc. (Michel Cadrin), Gestion Maurice Tanguay (Jacques Tanguay) and Phantrex inc. (Patrick Roy). The CRTC noted that Corus tried unsuccessfully to remedy CHRC's financial situation. Furthermore, under the proposed transaction, a group of local owners involved in the Québec community would have an opportunity to reactivate the only AM station in the market. The Commission further notes that 9183-9084 Québec is a company of individuals with business expertise, including expertise relating to business turnarounds, and that the applicant committed to undertake numerous initiatives to make the station financially viable. Mr. Michel Cadrin and Mr. Jacques Tanguay were shareholders in CHRC from 1985 to 1994, and from 1992 to 1994 they were active in the turnaround of the station following a very difficult financial situation. In 1994, they surrendered the station to Télémédia.

Although the applicant indicated that it would offer local programming in the form of sports and weather coverage and cultural information, the Commission considers that given the applicant's intent not to broadcast local news, the applicant's proposed local programming does not satisfy the definition of local programming as set out in the Commercial Radio Policy. The Commission therefore expects that applicant to incorporate, into its local programming, spoken word programming of direct and particular relevance to the community being served, in compliance with that policy. This spoken word programming must include local news, local weather and local sports coverage, and the promotion of local activities and events.

CHRC moved to 580 kHz with 100 watts. Owner: CHRC Ltd. Studios were in the Victoria Hotel.

1941
On March 29, CHRC moved from 580 to 1400 kHz.

1942
CHRC was airing completely in French, games of the Quebec Amateur Hockey Association. The French commentary was handled by Phil Gimael, with R. Halpin reflecting in English between periods.

CHRC increased power to 1,000 watts in July. At some point in the year, the station also moved to 800 kHz.

Narcisse Thivierge was CHRC's managing director.

CHRC's studios in the Victoria Hotel were destroyed by fire on September 19. The station lost five minutes of air time and then went on to broadcast a flame by flame description of its own fire. Until arrangements could be made for new studios, CHRC was broadcasting from the transmitter site. The schedule continued without interruption.

1944
J.N. Thivierge was CHRC's manager. J.D. Boudreau left CHRC as traffic manager to become manager of the new CJEM in Edmundston, N.B.
1945
Joseph A Hardy left CHRC's sales department to form Joseph A. Hardy & Co. Ltd.

1946
CHRC – “The Station in Quebec District” – increased power from 1,000 watts to 5,000 watts.

The station was owned by CHRC Ltee. Studios were at 39 St-Jean, and the transmitter was on Route Demeule, St. Romuald. CHRC was on the air from 7:00 a.m. to 12:00 a.m., 10:00 a.m. to 12:00 a.m. Sundays.

Joseph Hardy left CHRC to open his own sales representation firm. He had been with the station for 15 years and was sales manager.

1947
CHRC was now operating with 5,000 watts of power.

Slogan: The Voice of Old Quebec.

Narcisse Thiverge announced his resignation as managing director after 25 years with the station. He started in radio in 1921. In 1932, he incorporated his amateur station as CHRC. He was a co-founder and recently re-elected a director of the Canadian Association of Broadcasters and the Quebec Association of Private Broadcasters. Following Thiverge's announcement, CHRC made the following appointments: Henri LePage (general manager), Aurele Pelletier (commercial manager), Magella Alain (program director), Leon Delisle (secretary-treasurer).

CHRC was granted a 250 watt FM licence.

1948
Henri LePage was manager. Aurele Pelletier was commercial manager.

1949
CHRC-FM was inaugurated.

1950
CHRC applied for permission to increase power from 5,000 to 10,000 watts. The application was denied.

1951
Slogan: Leader in Quebec area in power and results. Your best French seller.

The CBC approved the recapitalization of CHRC Ltee from 7,500 common shares to 7,500 common and 5,000 preferred shares. The board also approved the issuance of 1,598 preferred shares in CHRC Ltee.

1952
Former CHRC sales manager Joseph Antoine Hardy passed away in June at the age of 61. He left the station as sales manager in 1946.

1953
CHRC received approval to use a 1,000 watt emergency transmitter.

Albert Brie was an announcer. Magella Alain was program director.

From an ad: "Top French Radio Voice in Quebec Area". The only 5,000 watt station in Quebec City. CHRC reaches 250,000 radio homes in a 29 county area.

A joint application by Famous Players Canadian Corp. and radio stations CHRC, CJNT and CKCV, for a television station at Quebec City was filed. The CBC Board of Governors approved the application.

Miville Couture, 52, died April 24. The well known radio personality started his career at CHRC and CJBR (Rimouski) in 1938 as a comedy announcer. He joined the CBC in 1941.

Henri LePage retired as general manager on December 31. He had managed CHRC-AM and FM since 1946. LePage would retain his financial interests in the stations and remain on the board of directors. He was also on the board of Television de Quebec (Canada) Ltee, licensee of CFCM-TV/CKMI-TV, and president of CKRS-AM-TV Jonquiere. Aurele Pelletier would become general manager of CHRC-AM-FM on January 1, 1969.

(Québec) Les employés Québec 800 n'ont pas été surpris, ce matin, lorsque les patrons de la station radiophonique AM leur ont confirmé qu'ils mettaient la clé sous la porte. Mais le choc de perdre leur emploi et de voir fermer cette institution de la radio à Québec a été tout aussi dur à encaisser pour eux.

Vers 10h, les employés de la radio ont été convoqués à une réunion à l'issue de la laquelle ils n'avaient pas encore obtenu un échéancier précis de départ.

Ils ont toutefois été avisés que le groupe de propriétaires de la station, la famille Desmarais (propriétaire du Soleil), Jacques Tanguay, Patrick Roy et Michel Cadrin avait décidé que la station fermerait.

«Ça a été clair, très correct, très franc, a déclaré le journaliste Bruno Perron, qui travaillait à cette station depuis le début des années 90, après la rencontre. Le groupe en question ne maintiendra pas les activités.»

Une pièce d'anthologie, si vous me permettez. Il s'agit d'un disque de 16 pouces dont on se servait à une certaine époque à CHRC et dans d'autres stations pour enregistrer des émissions dans le but de les diffuser ultérieurement. Le ruban magnétique n'existait pas à l'époque, encore moins les cassettes. Dans le cas ci-dessous, il s'agit d'un enregistrement pour le Royal 22e Régiment, disque en exposition présentement dans un des deux Musées de la Citadelle à Québec.
